A. We see this in Episode 4, of Season 1.
When the episode opens, we see a couple of young rollerbladers happily
skating to the sound of 1990’s “Gonna Make You Sweat (Everybody Dance
Now)”, near a bridge, alongside what is probably supposed to be Biscayne
Bay.
But that fun moment comes to a quick end when they look up and spot the body of a young boy hanging from the nearby bridge.
The girl screams, and the scene cuts to a related scene of Miami Metro beginning their investigation.

What is it actually in real life?
A. A public sidewalk, just not in Miami.

Where can I find it in real life?
A. This scene was filmed in Long Beach, California, on a sidewalk just south of (the west end of) the Queensway Bridge.
The bridge spans the mouth of the Los Angeles River, where it flows into
the Pacific Ocean, and this scenic sidewalk is located on the west side
of that river), running along the very eastern edge, next to the
Queensway Bay.
This ribbon of sidewalk runs all the way from the bridge back
(south/southeast) almost all the way to the Queen Mary, the historic
1936 ocean liner that is permanently docked in Long Beach as a hotel and
tourist attraction.
The exact location is just north of the Maya Hotel, where Dexter had filmed before, and the sidewalk runs between that hotel and the ocean.
The original Dexter had filmed at this bridge
more than once, so I had an occasion to photograph it and even walk
beneath it. I’ve also driven across it. And I spent some time at
both the Maya Hotel and near the Residence Inn, which are at the foot of the bridge.
So I simply recognized it the minute I saw it.
The view of the bridge told me they were on the west side of it, and that the camera was south of it.
And Google StreetView even had images shot on the very same sidewalk where the couple were rollerblading:
