After Brian Moser ( Dexter's psychopathic brother) has been placed in
several foster homes, and each time been rejected for violent behavior,
the system finally places him In what appears to be an insane
asylum
We see the social worker Barb (whom Brian later murders), drop him off at Harbor Light Mental Hospital.
Brian apparently grows up at this asylum, and he later tells his psychiatrist that he grew up lonely, thinking of a hospital worker named Raul Martinez as the only person who cared about him.
When Brian eventually learns that Raul is stealing his medication and
selling the pills for cash, he attacks the man, and is thrown into
solitary confinement.
( Years later, Raul Martinez is murdered, shot in the head by the serial
killer the police call “The NHI Killer”, whom we later learn is none
other than the adult Brian Moser, seeking revenge.

Fortunately, this was an easy one. The street number (1660) was clearly
visible on the upper-left front of the building in the scene where
young Brian arrives at the hospital, and this actually is a medical facility.
Plus, it was located right next door to the hospital where they filmed the Angel of Mercy scenes of Harry in the hospital.
