A. Two boats, and an explosion.

Where is it supposed to be on the show?
A. Somewhere out at sea, in the Atlantic Ocean, about seven miles off the coast of Miami.
Q.
When did we see it on the show?
A. At the end of Episode 11, of Season 6, "Talk to the Hand".
Dexter has been captured by Travis at a marina.
When he wakes up, he finds himself lying in a small dinghy, tied up, and surrounded by gasoline cans.
Worse, nearby is Travis, on board Dexter's boat (the Slice of Life), pouring even more gasoline into the water around Dexter's small boat.
Travis is
convinced that Dexter is "the Beast" foretold in the Book of Revelation,
so he's intent on killing him by casting him into a "lake of fire".
Travis
tells Dexter that this is the only way it could have ever ended.
He lights a flare, and tosses it into the water, setting the gasoline on
fire and creating a ring of fire encircling Dexter's boat.
As Travis speeds away in the Slice of Life, Dexter manages to throw himself into the water and dive deep enough that when the dinghy explodes, he isn't badly hurt.

What is it actually in real life?
A. Two boats in the Pacific Ocean, just offshore.
Q.
Where can I find it in real life?
A. This scene was shot just offshore from Berth 60 (AKA "US Water Taxi"), a small dock in San Pedro, California.
That's just a stone's throw west of the waterside spot that was used in the 4th season as the place where Dexter killed Liddy.
It's at the far south end of Signal Street, just past Warehouse #1, the giant warehouse used for the scene where Trinity forced a woman to jump to her death.
Filming of the explosion took place in the water just 200' off Berth 60.

The scenes of Dexter in the water were filmed even closer to shore.
For the explosion and ring of fire, they used propane tanks anchored to the ocean floor, as well as at the surface.
In the season finale, episode 12
("This is the Way the World Ends"), they returned to the same Berth 60
to get shots involving a man in the water, and a fishing vessel.
I shot the photo below in 2009.

Q. How the heck did you figure out where it was?
A. In previous seasons, I've
usually had to hunt down the locations after viewing the episodes,
using clues from the various scenes. By the 6th season, though,
I'd developed a small group of fans, spies & tipsters who kept an
eye out for Dexter filming in their neighborhoods, and would let me know
in advance when something was about to film there.
Between those reports, my own personal reconnaissance around town, and a
few new resources I discovered, by the time the first episode aired, I
already knew most (but not all) of the filming locations, and only
needed to watch the episodes and match up the scenes with the correct
locations.
This group of helpful fans includes Kerry, Rick, Ellen, Susan, Jason,
Elaine, Joel, Julie, Geoff, Jeff, Jen, and others. My thanks to all of
them.
This time, I got an anonymous tip
that they had been filming in the waters of San Pedro, complete with
fire effects and an exploding boat. They sent me the filming notice, which included details about the shoot.
