Dexter is meeting with Lowell
(The Tattoo Collector) at a bar, when Lowell cuts things short,
Directing Dexter's attention to a tattoo parlor across the street from
the bar, where a young woman (Jules) sits in the front window getting a
new tattoo.
Lowell makes it clear that he is planning to kill her as soon as she leaves the tattoo parlor after dark.
He tries to nab her, but Dexter intercepts him before he can strike, and Lowell wakes up on Dexter's kill table in
that very same tattoo parlor.

A. A tattoo parlor.

Where can I find it in real life?
A. The fictional Silver Serpentine tattoo parlor is actually a very real tattoo shop named Atelier Eva.
It's located at 59 Grand Street , Unit 1, in Williamsburg, Brooklyn, NY.
It is right across the street from the restaurant where they shot the scene of Dexter and Lowell together at the bar.
(The tattoo parlor is on the north side of Grand Street, while the restaurant is on the south side, and a few doors east.)

In the scene where Lowell stalks Jules as she's walking down the street, they are walking west on the north side of Grand Street.
As for the kill room scene, which is supposed to be inside the parlor,
that kind of interior shot would usually just be filmed in the studio.
But it appears that this scene was actually shot inside that real tattoo parlor. I compared images of the interior of Atelier Eva, and they do seem to match.

Q. How the heck did you figure out where it was?
A. When I zoomed
in on a screencap of the front of the tattoo parlor , I could see a
tiny sign on the storefront to the left of the parlor, that read Grand
Street Dental. When I googled for that name, it turned out to be a
real business, and StreetView quickly revealed that the rather
distinctive storefront of the tattoo parlor was right next
door.
And of course, it didn't hurt that it was on the same street as the bar where the initial scene
was filmed of Dexter & Lowell together, and that scene indicated
that the parlor was right across the street from the bar.
In Hollywood, that often doesn't mean very much. They could have easily
shot the two buildings in completely different locations, and just
edited it to make it look like they were nearby. But this time they
played it straight and managed to find a restaurant and a tattoo parlor
on the same street, just a few doors apart.
