This was shot on Angels Point Road, winding its way through Elysian Park, Here is a matching Google StreetView of that winding road.

Or to be more accurate, it's the spot on Angels Point Road which runs right (They seem to have added the streetlights, since there are none there in real life.) This hilltop overlook is about two miles north of the downtown L.A. skyline. Its GPS coordinates are approximately: 34.081362, -118.245201 Despite what JD tells us, this not "the highest point within 50 miles".
