A. Near the water, somewhere in Miami.

A. In Episode 1, of Season 8, "A Beautiful Day".
We see
Dexter walking with Harrison, and they arrive at the memorial service,
where Angel is speaking about the late Maria LaGuerta.
Dexter takes his seat among others from Miami Metro, and Matthews unveils a white stone bench dedicated to LaGuerta.
After the service, they look at the bench.
The plaque on the bench reads: "Dedicated to the memory of Maria LaGuerta, Respected Captain of the Miami Police Department. She dedicated her life to serving her community."
His friends
ask Dexter how Debra is doing, and he pretends he knows, but it's
obvious he has no idea where she is or what she's doing.

Where can I find it in real life?
A. This scene was filmed at Shoreline Aquatic Park, in Long Beach, CA.
The 12-acre seaside park (with its white lighthouse perched atop a grassy knoll) sits on the south side of Rainbow Harbor, and (north) across the channel from the Queen Mary.
This is familiar filming territory for Dexter.
The park is right across the water from (west of) Shoreline Village, where they have filmed several scenes over the years, including the visiting Santa scene from the 7th season

Its a few steps from the dock where crazy Travis abducted Holly Benson aboard the Richochet Rabbit, in Season 6.
It's also just a short walk from the Aquarium of the Pacific, which they used in the 2nd season for a scene between Dexter & Lila. (In fact, you can see the Aquarium in rgw background of this scene, when the camera turns to show the audience.)
And it's a stone's throw from the bushes where Miami Metro found the second victim of "The Skinner" in Season 3.
The white park bench they used is located next to the path that runs along the north edge of the park.
In the real world, the bench is dedicated to the winners of the 2008 Long Beach Marathon.
It is the first bench to the left (east) of a round, green restroom building (which is featured in a later scene where
Dr. Vogel confronts Dexter).
The park's lighthouse is featured in the opening scene of Dexter & Harrison flying a kite.

Where can I find it in real life?
A. In the early seasons, I usually had to hunt down the locations after viewing the episodes,
using clues from the various scenes. By the now, though,
I've devI want to get so far eloped a small group of fans, spies & tipsters who kept an
eye out for Dexter filming in their neighborhoods, and let me know
in advance when something is about to film there.
Between those reports, my own personal reconnaissance around town, and a
few new resources I discovered, by the time the new first episode airs, I
already know most (but not all) of the filming locations, and only
need to watch the episodes and match up the scenes with the correct
locations.
This group of helpful fans includes Rick, Ellen, Suzi, Elaine, Mia, Kerry, Joel, Eric, Jeff, & others. My thanks to all of
them.
