At the
start of the episode, we see Dexter standing in line at the Post
Office, his anger & frustration growing -- not because he's in line, but because his sister, Debra, has been thwarting his
usual murderous efforts.
As
Debra waits impatiently for him in the background, Dexter fantasizes
about slashing the throat of the postal clerk, when she closes the
window in his face.
But in real life, he just steps to the next clerk and gives him two packages to mail.
We
later learn that one of the packages contained the Ice Truck
Killer hand that Louis sent him. The other contained a video of Louis with a hooker.
Dexter mailed the hand back to Louis,
but made sure that Masuka would open it, discover that Louis had taken
it, and fire him. He sent the hooker video to Angel's sister, who had been dating Louis, so she would break up with him.
Both strategies worked.

A. An empty space in a suburban retail building above a gym.

Where can I find it in real life?
A. This scene was strictly an interior, but it was shot in the very same building where they filmed the scene about Speltzer's gym: at 19626 Ventura Blvd,in Tarzana, CA.
Only instead of
using the ground floor (where they shot the gym scene), they went
upstairs and filmed in a space on the top (2nd) floor. The entrance was to the east side up there.

A. In the early seasons, I usually had to hunt down the locations after viewing the episodes,
using clues from the various scenes. By the now, though,
I've developed a small group of fans, spies & tipsters who kept an
eye out for Dexter filming in their neighborhoods, and would let me know
in advance when something was about to film there.
Between those reports, my own personal reconnaissance around town, and a
few new resources I discovered, by the time the first episode airs, I
already know most (but not all) of the filming locations, and only
need to watch the episodes and match up the scenes with the correct
locations.

only tipped me to this one, he also shot video of the location when they
were filming there.
His video showed the extras walking up the stairs to the
location. So all I had to do was compare the faces in his surveillance video to the
"post office customers" in the scene to prove conclusively that they filmed there.
