Debra & Gio are parked in his vintage blue Corvette in a romantic spot next to the Bay.
It's after dark, and there's lightning visible in the distance. The bay is alive with colorful floats.
Deb asks
how he found the spot, and he says he used to go sailing nearby. When
she suggests he take her sailing someday, he says his father has a
yacht. She tells him to quit trying to impress her.
The two make out in the car, and the scene fades out, fading back in, later in the episode, to show a satisfied Debra.

A. A public park.

Where can I find it in real life?
A. This is one of the scenes they actually shot in Florida, during their first 10 days of filming this season.
This scene was filmed at Haulover Beach Park, located at 10800 Collins Ave, in Miami Beach, Florida.
The Corvette was parked on the far southwest corner of the park, facing the bay.
It appears that they added the three watercraft with those multi-colored
lights (out on the bay), to add to the romantic ambiance of the scene .
( But the lightning flash that you see in the distance, at one point,
wasn't special effects; it was was actually lightning during the
filming. )
Q. How the heck did you figure out where it was?
A. This could have been next to impossible to figure out, since it shows very little of the surrounding area.
But fortunately, it turned out to be an easy one, because a Dexter fan (“Miami Famous”)
happened to be there in person during the filming and shot a video of
it, complete with the blue Corvette, and he posted it on Instagram long before the series even aired.
I already knew (from reports in Miami Today news) that they had been shooting at Haulover Park in Florida, including that scene of Dexter at College, and that bridge shot in the video made it obvious they were still there.
So all I had to do was
figure out exactly where in the large park the Corvette was parked.
At first,
it looked like the car was parked on some sort of pier or dock. But when I
didn't see any such pier at the park (while looking at it via Google
Earth), I took a closer look and (based on the video sight lines from the
bridge) I realized they had
simply shot it at the far southwest corner of the park, at the edge of
the
bay, giving the impression that their spot jutted out into the bay.
