tears (well, almost) when he spots his son outside the hotel.

A. The formal white building you see in the background is New York's Lincoln Center, or to be more precise, since there are more than one auditoriums at Lincoln Center, this specific building is David Geffen Hall, located at 10 Lincoln Center Plaza, New York. .
And Lincoln Center is located right across the street (Columbia Ave) from the Empire Hotel, which is at 44 W. 63rd Street, on New York's Upper West Side.
The Empire Hotel is where Harrison works as a bellhop, and where he lives (unofficially, in unbooked rooms).
So Dexter's truck appears to be parked near the corner of Columbia Avenue & West 63rd Street. And Dexter appears to be looking south/southeast at the hotel.
