Dexter has just returned from a failed attempt to kill Yates, the suspected Brain Surgeon killer, at a nursing home.
Yates escaped by disconnecting the breathing tube of his ill father, causing enough panic by the staff for him to get away.
In this
scene, on the drive back to the station, Dexter is still fuming about
Dr. Vogel's assumptions that his feelings for Debra aren't legitimate.
He compares
himself to Vogel, who was willing to kill his own father in an instant,
telling himself that Deb isn't just a prop to him, like Yates' father.
Just then, Vogel phones him. But Dexter ignores her call, thinking that Vogel can go to hell.

A. A public street, by a beach. (Just on the other coast...)

To be a bit more specific:
In this opening scene (below), Dexter's car is heading northwest, at around 5460 E. Ocean Blvd,
while the camera is looking south. The brown beach house, seen on the right, is at 5454 Ocean,
right next to (northwest of) Deb's beach house:

After Dex hangs up on Vogel's call, the next shot is around 5465 E. Ocean, almost the same place
(next to Deb's beach house), but looking the opposite direction. The building on the left is the
U.S. Sailing Center, at 5489 E Ocean Blvd.. The houses on the right side are on 55th Place:

Q. How the heck did you figure out where it was?
A. I'm very familiar with the
drive along Ocean Blvd, and I simply recognized it. So all I had
to do was use Google StreetView to pinpoint the exact, matching
locations on the street.
