Q. When did we see it on the show?
A. In Episode 10 (of season four), "The French Connection".
In a previous episode, Seth proposed to Summer when she thought she might be pregnant. When she found out she wasn't, neither one of them wanted to get married immediately, but neither one of them wanted to be the first one to admit it.
So in this episode, Seth & Summer are playing a game of "chicken", each pretending they want to get married, hoping the other one will confess first to having cold feet.
As part of this odd game, Seth goes so far as to fly to Seattle and ask Summer's father (Dr. Roberts) for her hand in marriage, but doing so in a deliberately glib and casual way virtually guaranteed to generate a negative response.
In this scene, we see Seth and Dr. Roberts emerge from a cafeteria (or commissary) at his place of work (the fake name on the door says "Washington Mercy Hospital"), carrying trays of food. They go and sit down at a patio table, where they discuss Seth's proposal. Not surprisingly, Dr. Roberts isn't happy about Seth's previous attitude...
Q. What is it actually in real life?
A. A commissary,
but not in Seattle.
A. At Raleigh's Manhattan Beach Studios, 1600 Rosecrans Ave, in Manhattan Beach, CA.
But not on a sound stage.
Most shows shoot their interior scenes inside the sound stages at the studio, and The OC is no different. But one of the interesting things about this show is that once in a while they also drag their cameras outside the sound stage and film exterior shots of the studio as well. In the past, they have used (as filming locations) one of the studio's outdoor parking lots, the parking garage, the roof of that garage, and the front of their administration building.
In this episode, they opted to stay close to home, and just used a small patio cafe at the studio. They merely put up a few fake signs with the hospital logo.
The studio cafe is on ground level, located at the southeast corner of parking structure (south of Stage 26). In the scene, it appears that Seth & Dr. Roberts exited from a glass door facing south, and walked a few steps south to their table. (The larger doorway seen behind them faces the east.)

Q. How the heck did you figure out where it was?
A. Having seen
the studio up close before, I thought I recognized the lines, colors & design
on the building exterior. So I used Live Local's aerial photos
to search the studio for an outdoor cafe. I found it at the southeast corner
of their parking building. I was able to easily confirm it via such details
such as the location of the doors, and the patterned patio surface.
